Long Island Voluntary Organizations Active in Disasters (LIVOAD)

HISTORY

 

Disaster planning and response has always been of importance on Long Island, but given the events of recent history it has become a top priority. In days and months following September 11th, governmental and health and human service organizations worked painstakingly to respond to the disaster. Given the unprecedented scale of the disaster in the US, history could offer no appropriate paradigm to guide all levels of emergency response.  There were no existing systems to provide clear, reliable information to the thousands of traumatized victims, or to equip the nonprofit and governmental organizations working to manage the crisis at hand.  Within a short time, it became resoundingly clear that more formalized coordination would be critical

Disaster planning and response has always been of importance on Long Island, but given the events of recent history it has become a top priority. Post 9/11, it was clear that more needed to be done to prepare for disasters, including stronger collaborative and coordinative efforts among human service agencies. To foster this coordinated approach, the Health and Welfare Council of Long Island (HWCLI), partnering with the Federal Emergency Management Agency (FEMA) and financially supported by the September 11th Fund and the McCormick Tribune Foundation, called for agencies across Long Island to come together to identify what services would be needed and to develop an efficient way to delivery them.  Out of this initial meeting, the Long Island Voluntary Organizations Active in Disaster (LIVOAD) was established in December 2001 with support from a number of human services organizations and government agencies.  Today, the Long Island Voluntary Organizations Active in Disaster is a regional coalition of 80 plus non-profit, government and for-profit organizations committed to working together in the areas of disaster preparedness, response, and recovery. 

 

Members support each other through their collaborative planning efforts to identify potential needs of disaster victims and develop coordinated and efficient delivery of needed resources and services, to ensure those affected by such a large-scale disaster receive the help they need, in both the short and long-term, and as quickly and effectively as possible.  The LIVOAD currently holds planning group meetings related to issues central to disaster recovery on Long Island:

 

    • Disaster Case Management
    • Spontaneous Volunteer Management
    • Food
    • Mental Health
    • Special Needs 

The LIVOAD conducts planning in close cooperation with local Offices of Emergency Management (OEM) in Nassau and Suffolk Counties, the State Emergency Management Office (SEMO) and the Federal Emergency Management Agency (FEMA).  VOAD is a national concept, allowing the HWCLI to have access to other local and state VOADs, as well as the National VOAD.


LIVOAD is a program of the Health and Welfare Council of Long Island and supported through partial funding from the Suffolk County Fire, Rescue and Emergency Services and the Nassau County Office of Emergency Management.
